Aha!! I renamed that file to make the actual setting sfile. I put the old one back wwhere it should be and all is hunky dory! thanks!

Just a quick update; The line comment fix in settings.install currently still works in Drupal 6 as of latest build today.

I commented out about 6 or 7 related lines and it worked for me.
